What to fill it with?

Start the bottom 20% with what's known as aeration, which is to say sticks, moss, leaves, and organic material like that. even cardboard can be used as a water absorbent, which releases water as the plants need water during a hot day.

I mix a 40/40% blend of black cow and topsoil and then add that on top of the aeration and add some water to moisture the soil. wait a few days to let black cow and soil integrate and cool down before adding your seeds.
